Yelistratov Sergei Vasiljevich was born on February 22 1953 in Ulan-Ude, Buryatskaya ASSR.

In 1975 he graduated from the East Siberian technological institute.

The same year he was recruited to the Soviet Armed Forces. He served in c. Kovrovo, on the Sakhalin Iseland.

In 1988 he graduated from the Military Academy of the Rea and Transportation.

In 2003 he was discharged from the army ranks of Ukraine from the post of deputy head of the service of a military district ( South Operation Command).

At present he occupies the post of a deputy head of the Head Office of the military trade of the South Operation Command.

He is married, has two children.
