Karpov Vladimir Dmitrievuch was born in 1952. In 1977 graduated from a state university on specialty of a journalist. In 1994 graduated from the Engineer Academy on specialty of a lawyer, economics and management. In 1995 graduated from the department of economics of the same institute on specialty of a managing director. Now he is a Ph.D-or of Economics.

He has worked in different newspaper editing offices for twelve years. He is a write; has been member of the Association of Journalists since 1978. He taught in a higher school for 5 years. Since 1987 he has been the president of the All-Ukrainian Creative Cooperative Association. Since 1992 he has been the president of an open joint stock company. Since March of 1994

He has been the head of the Economic Council attached to the President of the Autonomous Republic of the Crimea. Since April 0f 1994 he has the first assistant of the President of the Autonomous Republic of the Crimea. Since 1996 he has been the president of the corporation "Elena". Since 2004 he has been a deputy of the Hetman on problems of Financing and Economics, the head of the Crimean Republican Party organization "All-Ukrainian Party of Spirituality and Patriotism". His rank is a lieutenant general of the URC. Now she is the Deputy Hetman of the ASO URC in the Crimea on the problems organization work.

After having discovered the authors of the poem "The Word of the Regiment of Igor" and having revealed the mysteries of the poem, he has become the founder of a new school - the Kiev school of history of the Russ. He is also the author of the program of economic regeneration "Free Market Economy of the Open Type with Initial Regulation of the Vitally Important Branches".

He is a descendant from the Cossacks dynasty of the Karpovs.

He is married. Has three grown up children.
