Tsyupak Yaroslav Stepanovich was born on 29th July 1954 in Beloe of the Chertkovsky district in the Ternopol area. In 1975 graduated the Financial and economic Institute in Ternopol.

Since September 1975 till April 1976 worked as a bookkeeper - accountant, an economist - financier at BMU-76 of the trust "Prikarpatievodbud" in Chernovtsy; since May 1976 till May 1977 was on service in Soviet Army; since July 1977 till September 1986 worked as an economist – financier, an incumbent of chief accountant, chief accountant of BMU - 76; since 1986 till October 1990 worked as an instructor – controller at the financial general service department, an instructor of the Administrative office of the Regional Committee of Communist Party of Ukraine in Chernovtsy; since October 1990 till April 1993 worked as deputy of a director of branch of joint Soviet-Austrian enterprise "Edland" in Chernovtsy; since April 1993 till November 1997 worked as a director of private industrial - business concern "Alarm"; since November 1997 till May 1999 worked as a director on questions of economy and finance OPPZ "Chernovtsypochta"; May 1999 - August 1999 was an incumbent of a director of management UDPPZ "Ukrpochta" in Chernovtsy. Since August 1999 works as a director of the Directory of the Ukrainian state enterprise of the post connection "Ukrpochta" in Chernovtsy, a honored worker 2007.

Knows Ukrainian, Russian languages freely, French with the dictionary.
